There is no in-game Teamspeak 3 overlay at the moment (Overwolf doesn't count and you should avoid it like the plague). So until one is made, you can get the same functionality with text-to-speech. Here's how to enable it.

Make sure your Sound Pack is: "Default Text To Speech"

Close and reopen Teamspeak and you're done.

This will be updated with directions for the overlay once one is found.
