Ban on player again please

same player hacking, same as I reported before. he is impersonating players, he changes his name to help avoid the ban. 
he used Lanto, Obi-wan, Hyperion, The Poet. 
he is currently using: JohnEcab. 
He knows all the rules of the server and is working around them. He won’t play when I try to spectate him, he plays only a specific block of time in the day when no admins are online, he sits on your server and literally camps in a corner of a map sometimes when no one is playing. Strange. And types in strange commands to console. 
he has been banned by Cow I believe when Cow happened to be on at the same time. So he is clearly hacking and no more evidence is needed. It is simply a case of isolating this person from the aliases. Ip ban possible? I have heard some rumor it might be a Chinese location. 

but this player specifically targets me with a wall hack or tracking when I play. If I stop playing, they will stop playing entirely too. I’m not sure how you want me to get evidence. 
can Cow or someone look into please. 🙏
